Special Event Rate
For Special Events, deposits or a flat rate charge of up to $30.00 may be collected along with any hourly parking prior to the special event rate time.
Residential Parking Permit
Each residence in one of the Town’s Residential Permit Zones may be eligible for up to five residential permits for a fee of $25.00 per permit per year ($15.00 if purchased in January or later in the permit year). Guest permits are $25.00/year ($15.00 prorated) when sufficient space in the residential area is available. No fee if age 65 or older. Resident must provide proof of age.
7-Day Temporary Residential Parking Permits
Each address in a Town’s Residential Parking Permit Zone would be eligible for: Up to 5 temporary 7-day visitor parking permits for use for guests valid for residential parking areas only for a fee of $10.00 per permit.
3-Day Temporary Visitor Parking Permits
Each address in the residential permit area would be eligible for: Up to 10 temporary 3-day visitor parking permits in a year for use by guests valid for residential parking areas only for a fee of $2.00 per permit.
Annual In-Home Care Permits
Residents or family members who live any of the Town’s Residential Parking Permit Zones who have babysitters, or who have disabilities or medical conditions requiring in-home care services may be eligible for In-Home Care Permits for a fee of $10.00.
Residential Business Parking Permit
Each address in one of the Town’s Residential Permit Zones may be eligible for up to five residential permits for business use such as Contractors, Realtors, or Non-Resident Landlords for $25.00 per month or $150.00 per year, valid in the residential permit areas only.
Service Vehicle Parking Permit
This permit is for qualifying service vehicles (plumber, electrician, utility, etc.) for $25.00 per month or $150.00 per year and would allow parking in the 2 hour metered areas.
Reserving a Parking Metered Space
Parking spaces may be reserve for contractors performing renovation or service work in the downtown area, when available. The fee is $25.00 per meter per day.
Administrative Fee for Dumpster Storage
The fee for a dumpster permit shall be $10.00 per day for on-street and off-street lots or as otherwise set from time to time by the Parking Services division. In the event the dumpster is placed in a metered parking space, the fee shall include the additional cost of a daily reserved meter fee for each parking space used.
Mixed Use Parking Permits
Employers would be eligible to purchase mixed use parking permits for use by employees in areas adjacent to mixed use developments for a fee of $150.00 each per year.
Mobile Parking Convenience Fee
A $0.45 convenience fee set by our mobile parking service vendor will be charged per mobile parking transaction by the end user. This fee will be charged in addition to the regular parking fee.
Downtown Employee Parking Permit
Permits are available for service-industry downtown businesses for employees to park in designated lots starting at 3:30 pm each day, at a rate of $20/mo. per permit.
Pay Station Codes
$5 fee per pay station, per month for specialty codes
Starting on August 12, there will be a charge to charge.
The fee will be 20 cents per kWh plus processing fees at certain Town-owned charging stations. Once your battery is full, you will have 30 minutes to move your vehicle before a dwell time fee of $1 per hour begins.
There will be new charges at these Town-owned ChargePoint stations:
The new Rosemary Street parking deck will have 20 NovaCHARGE stations that require payments.
If you’re charging at 140 West or the new Rosemary Street parking deck, you still have to pay the regular parking rate, which is a separate transaction.
There will not be new charges at these stations right now because they do not have the technology necessary for payments:
We know that you expect a high level of service, and these fees will help ensure that these chargers are consistently maintained and provide you with a reliable source of power. Charging will remain much cheaper than gas, and you will continue to enjoy substantial cost savings.

Report a Non-Functioning Pay StationIf you encounter an issue with a pay station that is not working, please report the pay station number (found on the front) to parking@townofchapelhill.org. We will promptly investigate; and any citations issued in a parking space with a verified non-functioning pay station will be dismissed. We appreciate your assistance!

Accessible Parking signs designate parking spaces reserved for vehicles with a valid, properly displayed ADA plate or hanging placard. Currently there is no time limit for vehicles with ADA plate or placard displayed to park in any hourly paid public parking space downtown. Payment for ADA parking is required only in gated facilities. Accessible plates and placards are issued through the NC Division of Motor Vehicles and are not issued by the Town. It will take about 5-7 business days for your permit to come in the mail. During this time a receipt will NOT be accepted as a permit substitute. Please display a valid permit to avoid being ticketed.

**UNC no longer issues a permit hang tag, however, the Town still requires you display a printed copy of your permit on the vehicle dashboard. **

Monthly permit are activated by scratching off MONTH, DATE, and YEAR of the parking period. Once cell in each category (day, month, year) should be scratched off. Failure to properly activate your permit may result in parking tickets. Do not activate other permits prior to using them. Example: If you scratch off August 15, 2015, your monthly permit is valid until September 14, 2015. On September 15, 2015, activate your new monthly permit.

Annual permits are validated with an expiration date when they are mailed to the customers. The expiration date is 1 year and 1 week from the postmarked date. One additional week was added to allow time for delivery. For example, if your permit was mailed on September 1, 2015 it will be validated with an expiration date of September 7, 2016.
